White and Fuzzy in a Tree

The afternoon gave some sunlight and warmth.  There is still much snow on the ground and the temperatures are below freezing.  There has been little change in the buds I've been following.  But today, at the far end of the park, near the marshes, something white and fuzzy caught my eye.  The buds on this tree have started to pop!
