Unexpected Regrowth

This picture was taken last fall.  The pine needles were sparse, and what was there was brown and yellow.  You might not even recognize it as a pine tree.  I was sure it was dead.

By mid-winter, the rest of the needles fell off.  But this spring something green is happening to this old 'dead' tree ...

This was totally unexpected by me.   For all I know though, it might be normal.   I'm waiting on a reply from an expert now as to how 'normal' this is.
