Blueflag Mystery

This flower is confusing me this year.  Harlequin Blueflag were found near the first creek bridge on the soccer field side last year.  This year, they can be found along the creek, visible from the path close to the creek outlet.  And again, some are on the creek peninsula.  But none are found where they were last year.  This doesn't seem like a flower that moves much from year to year.  Are the muskrats playing tricks on us?  Who knows.
