Mysterious Bubbles

As snow melts, what is underneath is sometimes unexpected.  I've seen patches of matted down weeds covered with spider webs after a melt earlier in the year.  This photo is from February 17th, 2011.  (The spider is outlined in red.)

At first I thought this little patch found today was webs too, but a closer look shows bubbles instead of webs.

Tiny bubbles.  And what looks like orange insect eggs?  Spittle bugs create a foam, but they hatch much later in the spring.   I don't know what this is.  Any clue?

I also saw not just a handful, rather a flock of ducks at the marshes today.  A cardinal in the woods, a couple chickadees and the downy woodpecker.
